Fewer American children are being targeted by sexual predators online according to a survey conducted by University of New Hampshire, one-in-seven children received propositions in 2005 compared to one-in-five for 1999 and 2000.
The survey found that more children are taking head of the educational messages and news stories surrounding safety online, as a result children are more cautious when online with fewer of them are visiting chatrooms or interacting with people online they did not know.
However according to the same survey Children are increasingly exposed to sexual material while surfing the internet, with the number of children exposed to pornographic material online rising from 25 percent in 1999 and 2000 to 30 percent in 2005, this rise is being attributed in part to extremely aggressive tactics by companies marketing porn.

Were the kids actually being threatened in large numbers or was it just another media/politician scare tatic. I tend to think the latter is true.
